ABOUT THE POSITION

JOB SUMMARY:

Plans, directs and reviews the work of a shift of wastewater plant operators; operates, inspects and performs routine preventive maintenance on a variety of primary, secondary and tertiary plant equipment, plant sampling and other activities related to continuous operation of a wastewater treatment plant. Performs professional level process control activities associated with wastewater treatment facilities. This includes the operation of the process laboratory, development and analysis of data to evaluate process efficiencies, and compliance with local, state and federal regulations.

CLASS CHARACTERISTICS:

This is the technical specialist class in the Wastewater Plant Operations series. Incumbents in this classification provide technical support, training, and direction to staff in a specialty area such as wastewater operations, maintenance, odor control, or resolving difficult system-related problems. Incumbents perform technical level process control activities, laboratory analysis, data input and evaluation, in conjunction with the CCWRD laboratory services. They are also responsible for making process changes throughout the facility.

SUPERVISION RECEIVED AND EXERCISED:

The WRD Wastewater Plant Operations Specialist takes direction from the WRD Wastewater Plant Operations Supervisor and also consults with the WRD Assistant Manager. Incumbents are responsible for leading, and scheduling and evaluating the work a shift of skilled operators and technicians performs in plant operation, maintenance, process control, and other service activities. Incumbents lead, but do not normally directly supervise Operations staff. Incumbents work closely with the WRD Wastewater Plant Operations Supervisors to direct and evaluate staff.

This examination will establish an Open Competitive and Promotional list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by the Office of Human Resources.

 

MINIMUM REQUIREMENTS

Education and Experience: Graduation from high school or equivalent AND four (4) years of full-time experience in the operation and maintenance of a wastewater treatment facility, one (1) year of which was in a supervisory or lead capacity.

Working Conditions: Work day, evening, night, weekend, holiday shifts and standby. Work extended shifts or be called back in emergency situations. Work with potential exposure to hazardous chemicals and substances found in the wastewater treatment process. Work out of doors in all weather conditions.

Licensing and Certification: Must possess a valid Nevada Class C Driver's License at time of appointment. Must possess a valid Nevada Water Environment Association (NWEA) Wastewater Treatment Plant Operator Grade IV Certificate, or candidate must possess a valid Plant Operator Grade IV Certificate, or equivalent, within another state. If a non-NWEA certification is held the candidate, within one year of hire, must obtain, either through reciprocity or test, a NWEA Plant Operator Grade IV Certificate.

Some positions may require confined space entry certification.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

Medical Examination: Employment is contingent upon the results of a physical examination performed by our examining physician.

Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment examination.

EXAMPLES OF DUTIES

Provides direction, training and work review to those they lead; organizes and assigns work, sets priorities, and follows-up to ensure coordination and accurate completion of assigned work; leads advanced operation of each process and associated equipment through troubleshooting via computer controller, hand or mechanical means; balances flow and load of wastewater through various primary, secondary and tertiary treatment processes ensuring maximum efficiency of plant equipment; leads operation of the solid dewatering equipment; coordinates with contractors, Centralized Maintenance, and other departments/divisions as necessary to ensure continuous operation in assigned area; inspects plant equipment, reports and records any failures or operating difficulties; initiates work orders and requests repairs by writing work orders in computerized maintenance management system; ensures work orders are accurate and complete; stops, starts and isolates equipment for maintenance repairs and for normal operation; takes samples of wastewater, scum, grit, sludge and other materials and properly records chain of custody information for samples being delivered to the main laboratory; coordinates and runs process lab testing to determine daily efficiency of treatment processes and online instrumentation; develops sampling and analytical protocol for the process lab, in accordance with applicable regulations; interprets main lab and process data and recommends and/or makes process changes as necessary; enters and maintains process spreadsheets for operations staff; reviews local, state and federal regulations to ensure that required standards are adhered to; performs and coordinates skilled maintenance on equipment as necessary to ensure compliance with discharge standards and operational need; reads meters, gauges, charts and instruments documenting all required information; monitors and maintains chemical inventory; receives and unloads bulk chemicals some of which are hazardous for plant operations, and stores when appropriate; ensures staff has access to and uses materials safety data sheets (MSDS) to determine appropriate safety protocol; operates heavy equipment on plant grounds such as, but not limited to, front-end loaders, forklifts, street sweepers, tractor-trailers, dump trucks and various other types of vehicles as needed; performs record keeping functions such as logging information regarding plant operations, test results from process lab, maintenance work performed and unusual operating conditions in a logbook; prepares written reports and correspondence as required; may clean equipment by using high-pressure water sprays and associated cleaners; uses common hand and power tools in the course of the work; may coordinate and perform basic facility and grounds maintenance in the area of the treatment plant; reads and interprets plant design drawings in order to provide troubleshooting assistance; provides technical direction and assistance to staff; trains staff in specified wastewater plant operation systems areas; may provide input into selection, evaluation, disciplinary investigations and other personnel matters as required; maintains accurate records and files of work performed; prepares a variety of periodic and special reports related to the work of the unit; may be required to assist in confined space entries, or may be part of a confined space entry team; contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team; uses standard office equipment, including a computer, in the course of the work; drives District vehicles to worksites, transports materials and assists other staff as required; performs additional duties as necessary.

PHYSICAL DEMANDS

Mobility to work in a typical plant or related laboratory setting, including operating typical sampling and testing equipment; stamina to perform sustained physical labor, including standing, walking, climbing and working in confined or awkward spaces; strength to lift and maneuver materials and equipment weighing up to 100 pounds with proper equipment; vision to read printed material, computer screen and determine fine color differences; and hearing and speech to communicate in person, or over a radio or telephone.
